Social Behavior Change Communication (SBCC) strategy for Meghalaya Health Systems Strengthening Project (MHSSP)

Objective(s) of the Assignment The objectives of the consultancy services are:
  • To develop a comprehensive SBCC strategy for the project in totality addressing three broad areas:
    • o promote a shift towards result-oriented behavior of key stakeholders within the department of health at the state, district and sub-district levels;
    • o promote positive behaviors for improving health at household, community and facility levels;
    • o promote behaviors to enhance demand for health services including health insurance at all levels.
  • Develop/redesign or adapt the available, and appropriate IEC materials including materials to communicate messages in various settings.
  • Roll out the communication strategy in selected targeted areas.
Specifically, the SBCC will aim to:
  • • Design and develop effective communication strategies in Khasi, Garo, Jaintia and Bengali to enhance the awareness, understanding, and knowledge of the general public, of key stakeholders in the government, private sector, civil society, etc. at the national and local levels on the key components of the project.
  • • Specify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
  • • Design a standard publication layout for use in future publications of all project related reports, documents, training materials, backdrops, banners and posters etc. to ensure consistent formats for publications and communication products.
  • • Conceptualize, design and develop Information, Education and Communication (IEC) materials on health services with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate such as text, graphics, imageries, infographics, video, short-films, printed materials, etc.
Scope of Services, Tasks (Components) and Expected Deliverables The agency will work closely with the State PMU and other stakeholders (including relevant government departments and gather their inputs while developing and roll-out the communication Strategy. The scope includes the following: - Scope of Work
  • • Rapid assessment (communication needs assessment or CNA) to inform the comprehensive SBCC strategy
  • • Design the Strategy incorporating the information gathered through CNA to develop a comprehensive and detailed strategy plan for the project to achieve its objectives
  • • Support the State to roll-out the communication strategy in targeted areas
  • • Monitoring and evaluation of the strategy
